CONSTITUTION
Article
5. Governing
Bodies
A.
Council of National Delegates
Power
to form the policies of the APPA shall be vested in a Council of
National Delegates, consisting of one delegate from each
Member-Society. Where there is more than one delegate from a
country, each delegate may speak in the discussions, but only one
shall have the right to vote. The President of APPA shall preside.
Other
members of the Executive Committee, the members of the Advisory
Board and one delegate from each affiliate society shall also attend
the Council meetings and may participate in the discussions but may
not vote (unless the same person is also the National Delegate).
The
Council shall meet at the time of each APPA Congress.
The
functions of the Council are:
1. To receive and consider the reports of the President and of
the Secretary-General, and the financial statement prepared by the
Treasurer
2. To determine the location of the next APPA Congress
3. To elect the President, the President-Elect, the
Secretary-General and Treasurer
4. To appoint members of the Advisory Board from nominations by
members and affiliations, and on termination of membership
5. To plan the basic program for the next period of APPA
6. To revise the Constitution and By-Laws of APPA, in accordance
with Article 7.To deal with any matter which may properly be brought
before the Council by a Member Society
B. Executive Board
There
shall be an Executive Committee, consisting of the following
officers of the Association:
A President
A
President-Elect (who shall be the person who is
appointed as the President of the forthcoming Congress, and who
shall act as Vice-President until the time of that Congress, when he
will automatically become the President of the Association)
The
Immediate Past President
A Secretary-General
(who shall be the Executive Officer of the Association, and
to whom the Executive Committee may delegate its functions to the
extent necessary for the smooth running of the Association
A Treasurer
(who shall be responsible for the finances of the
Association, shall work in close cooperation with the
Secretary-General, and who shall submit a triennial financial
statement to the Council of National Delegates).
The
functions of the Executive Committee shall be:
· To
carry out the policies of APSSEAR
· To
assist the President of the forthcoming international congress with
its preparation
· To
recommend the budget of APPA to the Advisory Board for approval
· To
refer to the Council applications for membership from perspective
Member Societies and Affiliate Societies; and
· To
exercise such authority as may be delegated by the Council or
Advisory Board
C.
Advisory Board
There shall
be an Advisory Board consisting of one person from each
Member-Society, nominated by the National Delegates and approved at
a meeting of the Council. The term of office shall be from the end
of one congress to the end of the next.
No
individual shall serve for more than two terms in succession.
The
functions of the Advisory Board is:
To consider
applications for membership of the Association and to make
recommendation to the Council of National Delegates, regarding the
admission of Member-Societies
To advise the Executive Committee on the policies of the Association and
the general
planning for regional congresses; and
To scrutinise the budget and accounts of the Association and to
appoint an auditor.
